By default, Windows PE includes a Startnet.cmd script located at %SYSTEMROOT%\System32 of your customized Windows PE image.Startnet.cmd starts Wpeinit.exe. Wpeinit.exe installs Plug and Play devices, processes Unattend.xml settings, and loads network resources.
